also i thought of 3 more ideas
1. town gatherings for the sims to make decisions 2. Also active crime --- For example ur sim steals something and the police start looking for him and he has decision to keep hiding or turn himself in. And if they dont find him after a while they can stop the search 3. maybe a town militia?
