My sim and her Fiance both have Gold badges in Toy Making, thanks to spare time in College xD

I have a Sim who is a Witch and I want her daughter, Garnet, to be a Witch too. How do I make Garnet a Witch without having to hunt down Opal or the Evil Witch? Can't Jennifer teach Garnet to be a Witch, and if so ... how?
