No you can't, you will still be able to control 1 family but the rest of the neighbourhood will look after themselves and age

I'm sure you can, they wouldn't change that but you would have to switch households or you could just create two accounts on your comp and play.

Oh sorry jamieee, I didn't understand the question, I thought you mean control 2 families at a time. No you will be able to control all the families in the neighbourhood like in TS2

yeah i know, but i want to be able to play the same neighboorhood as my sister with my family, and not have hers grow older.
From what ive heard, its not possible.

That seems very off.
I don't remember reading that anywhere, that's just speculation.
besides, how would you fill up an entire neighbourhood?
