I tried forever to get a Vampire to bite my Sim, so in the end I just had some one influence her to.
My vampire ended up dying though because she was out in the sun too long for whatever stupid reason :|

I've only seen a vampire in my game twice. Tons of werewolves, though...

You need to make friends with a vampire and get them to bite you. After that, that sim can turn anyone you choose into a vampire between the ages of teen-elder, you can't turn children, toddlers, or babies into vampires. Or you can download a mod/hack and get them turned into a vampire or werewolf by using it.
