It's mean look.
Remember that your mean looker has to be faster than them. Also save before entering into the patch of grass they are in.

Hmmm. I'm not finding where you can get that TM. I forget where I used to go to get that information, dang it.
And I believe only certain pokemon can learn TMs and HMs, so you'll have to check and make sure Giratina can learn it. Especially since it's a one time use.
